Consortium Finance Coordinator - CBA-SCALE Southern Africa+ (m/w/d)

Who we're looking for: 

CARE Germany is leading a multi-year consortium project (CBA-SCALE Southern Africa+) focused on community-based adaptation to climate change in Southern Africa. This project is funded by the International Climate Initiative of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety, and Consumer Protection (BMUV/IKI). We are looking for a Consortium Finance Coordinator for this project. In this role, you will be responsible for the financial oversight of the consortium project, lead its coordination and work closely with finance professionals from partner organizations as well as the Consortium Manager. You ensure that all partners in the project are fully aware of and compliant with all CARE Germany and donor regulations and policies, including capacity building of consortium partners. Budget forecasting, monitoring and high-quality and timely financial reporting will also be part of your responsibilities.
The position is based in our office in Bonn (Germany).

Your tasks:

  • You independently coordinate and control all finance-related activities of the consortium partners while managing CARE Germany‘s financial matters regarding the project. 
  • You act as the key focal point for finance professionals at partner organizations on all matters related to financial management, controlling, and financial reporting and act as interface with the BMUV/IKI finance team. 
  • You collaborate closely with the consortium manager regarding the overall financial and commercial management of the consortium project and advise the leadership of CARE Germany on financial management and budget-related decisions.
  • You support and oversee annual budget planning, adjustments, and forecasts. In case of amendment requests to the funding agency BMUV/IKI, you assist the consortium manager in their preparation.
  • You monitor the use of funds from BMUV/IKI, CARE Germany's own funds, and other third-party funds, as well as fund flows in alignment with project planning (including liquidity planning).
  • During project implementation, you ensure compliance with relevant financial and accounting policies (including grant regulations) and update financial guidelines and reporting formats as needed.
  • You prepare numerical interim and final reports for the funding agency BMUV/IKI and verify the accuracy of the quarterly reports submitted by partner organizations.
  • You create fund requests to the BMUV/IKI and review the fund requests submitted by partner organizations.
  • You prepare audits in collaboration with the consortium manager and oversee their execution.
  • You provide the finance department of CARE Germany with relevant project financial information for the preparation of annual financial statements.
  • You design and deliver trainings to finance professionals of partner organizations focusing on financial procedures and donor regulations. For this purpose, you develop the necessary training materials and conduct the training sessions both virtually and on-site.
  • You achieve your goals not through disciplinary authority but by leveraging your professional competence, strong negotiation skills, and a high level of intercultural sensitivity.

Your Profile: 

  • Completed studies in economics with a focus on business administration, controlling, or completed commercial training with relevant professional experience.
  • A minimum of five years of professional experience with solid business management knowledge, as well as expertise in financial management and controlling.
  • Professional experience and proven knowledge in the management, accounting, and reporting of public funds.
  • Sound understanding of German grant law and funding regulations (including BHO, ANBest-P, BNBest-P).
  • Knowledge of managing projects in international development cooperation and/or humanitarian aid.
  • Strong organizational skills and a structured approach to work.
  • Strong teamwork and communication skills, high commitment, and interest in working in international teams.
  • Proficient use of common IT applications such as Microsoft 365 and accounting software (experience with PeopleSoft is an advantage).
  • Good German (B1) and very good English language skills (C1), both written and spoken. Additional language skills (e.g., Portuguese, FrenchPortuguese) are an advantage. 
  • Residence and work permit in Germany is required.
  • Willingness to undertake international business trips (tropical suitability is required).
